The Arundel Convention
Preamble
As it is the tradition with many conventions, this Convention is named after the town in which it was first formulated. Since this Convention was born in the town of Arundel, in the province of Quebec in the twentieth day of June 2019, this Convention shall be known simply as the Arundel Convention. The town of Arundel was not affiliated with the Convention in any other way except in the fact that it was the town in which the Convention was drafted.
The Arundel Convention seeks to provide an agreement between the emerging nations of the World, those that are often called "micronations". This agreement is similar to the one signed by the league of nations several decades ago. However this Convention hopes to provide a new, modernized platform for all emerging nations to stand taller. The purpose of such an agreement is to allow the evolution of the world and of its new cultural forces, to ensure peace between these new nations, and to encourage individuality and prosperity for all participating parties.
Article 1 - Definition
By agreement of all participants, there shall be three steps for a community to be considered a fellow nation. This is to discern true, determined national movements, from temporary ideas that are short-lived but much more common.
If a community has existed for four months or less, it shall be considered a Type 3 Nation ("Newborn Nation"). If it has existed for over four months, but less than twelve months, it shall be considered a Type 2 Nation ("Nation in Training"). And if it has existed for a year or longer, it shall be considered a Type 1 Nation ("Full Nation"). Any nation, regardless of its Type, shall be recognized as such only if it meets all of these three criterions:
a) it must have a stable population of individuals that voluntarily became official citizens,
b) it must have a formal Constitution that describes a government structure for the nation,
c) it must be a fellow signatory to the Arundel Convention.
Type 3 Nations have the right to:
a) participate in the round table so to establish diplomatic conversations with other nations.
Type 2 Nations have the rights to:
a) participate in the round table so to establish diplomatic conversations with other nations;
b) and to claim an ideal area in which it is established; or hopes to be established in the future.
Type 1 Nations have the rights to:
a) participate in the round table so to establish diplomatic conversations with other nations;
b) claim an ideal area in which it is established; or hopes to be established in the future;
c) claim celestial bodies in accordance with this Convention;
d) and to claim sovereignty, as per the parallel plane theory of sovereignty, which declares that new nations are an expression of free will and that this expression may exist alongside older, more "traditional" nations.
All nations signatory to the Arundel Convention are required to recognize Type 1 nations claims, as long as these claims are in agreement with this Convention.
Article 2 - Peace
By agreement of all participants, nations shall seek to remain in a peaceful coexistence with one another. Participating nations shall:
a) refrain from using weapons to overcome any other nation signatory to this Convention,
b) refrain from seeking land claimed by any other nation signatory to this Convention,
c) refrain from interfering with the government of any other nation signatory to this Convention.
All participating nations are required to mutually recognize each other's right of existence and right of prosperity. However, nations that have shown no public activities, for the period of a year or longer, shalle be considered deceased, and shall not benefit from the Convention any longer.
Article 3 - Rights
By agreement of all participants, leaders and any other entities are required to recognise the Rights of any other individuals. All individuals are recognised to benefit from:
a) the Right to live - individuals have the right of life and of existence, and such life may not be terminated by any entity.
b) the Right of health - the health of any individual may not be altered by any entity, for any reason.
c) the Right of movement - the movements of any innocent individual shall not be subject to restrictions, as long as such movements respect the Constitution and laws of the nations.
d) the Right of expression - no individual shall be coerced to remain silent, or coerced to express things against her/his will, as long as such expressions respect the Constitution and laws of the nations.
e) the Right of thoughts - no individual shall be coerced to believe ideologies against her/his will.
f) the Right of actions - no individual shall be coerced to take actions against her/his will. Individuals are free to take any actions as long as such actions respect the Constitution and laws of the nations.
Participants to this Convention agree that all individual shall be considered innocent unless proven guilty. Nations are responsible for providing fair judiciary systems that honour all the rights above.
Article 4 - Celestial Claims
By agreement of all participants, Type 1 Nations signatory to this Convention may reserve the right to claim celestial bodies. Restrictions however apply:
a) A nation may only claim a celestial body if such nation has a demonstrable physical presence;
b) A nation may not claim any celestial body previously claimed by another Type 1 nation signatory to this Convention;
c) A nation may not claim more than one Solar System celestial body;
d) A nation may not claim more than four stars, all of them further than 1 light-year from the Sun;
e) A nation may not claim space further than 1 light-year from the claimed star(s);
f) A nation may not claim Earth;
g) A nation may not claim the Sun.
An official list of celestial body claims shall be maintained so to ensure that there are no overlap in the evolution of all participating nations. All nations shall therefore have the opportunity to entertain advanced development plans, and individual expansion into space. All nations agree to consider the implementation of a "Solar System Highway" in their plans, so that planetary nations may easily trade with one another and continue contact.
